Sources say Trump has expressed frustration that Canada continues operating as a normal country rather than a nation actively preparing for imminent Arctic warfare. In conversations with aides, Trump has repeatedly questioned why Canada has not expanded its Arctic defenses, increased military spending, or adopted what he considers a “serious posture” toward global threats.
